Say it with sincerity.
Choose a topic you know and understand well which is important to human existence.
Write down the essence of what is at stake and what needs to be done about it and who could do it.
Summarize it into points. Write your main points onto cards which will fit into your hand.
Think of examples and anecdotes to support your thesis.
Rehearse your speech in front of someone who understands how to give constructive criticism.
Ask what changes you should make. Make any changes you agree with.
Stand confidently on the platform; make eye contact with the audience; give your speech from memory and from the heart, sincerely, only consulting your cue cards when absolutely necessary.

I take this expression to mean "here's my opinion on that...it may not be perfect; take it as a grain of salt, and let it weigh on your decision as much as you're comfortable with"
Basically, "here's what I think, let it influence you as it may."
Example:
"Should I wear the blue shirt or the black shirt with these pants?"
Response" For what it's worth, I think the black shirt looks more slenderizing."
The second person is just adding in his two cents, providing some personal feedback that may or may not be recognized.
