It isn't by speed.  Like BIlly Jean said, it is by temperature.  You could time it, I s'pose, but that is a real variable.  Freezing temperature for water is constant, not variable.

I think you are interested in finding speed.

But you must understand the phenomenon of science to deal with.

Grab specific knwoledge & then make the sensible question.

For your information, we do not measure the speed by which the water becomes a solid i.e. ice but we deal with variables like pressure, temperature and volume [Main variables in physics to understand the nature of matter]. So, at zero degree centigrade or celcius, water freezes to ice.

I don't know at what speed but as for a solid matter,it becomes solid at 32degrree f and 100 degrees c
