How safe would it be to chain yourself out in those kinds of temperatures? I would not leave a puppy out in temps like that longer than 15 minutes. I'd call animal control if I saw a neighbor of mine leaving a puppy out for longer than that. Unless of course the puppy has good shade for the entire time he's put and the shade is less than 90 degrees and he has plenty of water for the entire time he's chained out. Remember, that puppy has a fur coat on that he can't take off.
