ABOUT 4 YEARS BACK I LENT SEVENTEEN THOUSAND DOLLARS TO MY OWN CLIENT.
THREE CHECKS AND AN IOU. HE HAS NOT PAID ME A DIME BACK AND ALWAYS HAS
EXCUSES, HAS NO ASSETS AND IN HEAVY DEBT. I NEED MONEY WHAT CAN I DO?. IF I
GO TO THE COURT WITH MY PROBLEM WILL IT HELP. THE CHECKS ARE GETTING OLD AND
EVERY DOCUMENT IS MORE THAT FOUR YEARS OLD.

Sadly you have answered your own question for the time being. No assets heavy debt, he can exit through bankruptcy and what there is is most likely exempt.No good out come there . You dont sound like a idiot so my conclusion is at one time you liked this person and respected him enough to lend him this money on what appears to be nothing more than a hand shake . Sadly it exceeds the small claims court amount . Meaning the cost of a lawyer and a trip to the big court ,if he files bankruptcy its over because as you said his list of creditors is long. He escapes for about 300 in fileing fees for bankruptcy court. His credit is most likely done ,so whats to lose ?????? You appear to be in a bad place . You can only hope he is now the man you thought he was when you trusted him . I would ask him point blank what the plan to return your money is .If nothing concrete is offered. Then if you can afford it run him through the courts.
