Suggested things to try according to Microsoft support:
Method 1:
You may check the default location where the ‘Favorites’ are stored:
C:\Users\Username\ Favorites.
If the favorites are present in the favorite’s folder then try to import.
Import or export favorites in Internet Explorer:
http://windows.microsoft.com/en-US/windows-vista/Import-or-export-favorites-in-Internet-Explorer.
Note: It is applicable to Internet Explorer 9 as well.
Method 2:
Refer the section “Show or hide the Internet Explorer toolbars” in the link below.
Customize the Internet Explorer toolbars:

Alternatively, you can hit the “Alt” Key on the keyboard to pull-up menu bar.
