I would make every country a welfare state. This would improve conditions in third world countries and the USA. Taking care of the Health Care problem, homeless, food shortage.This should reduce crime.

I would put religion back in schools, Christian, Jewish, Catholic... The Morals of this world have gone to the dogs!

I would build more prisons, no one get out on parole. You do the crime, you do the time. Each person will have a lawyer, the cases will be examined to make sure they got a fair ad just trial.

This should reduce crime!

If you are a foreigner and break the laws of your new country, you will be evicted out of that country. Your passport will be taken away forever! There are 72,000 inmates in California, non USA citizens! Maybe more now.

I would make strong laws protecting women, children and animals.

It wouldn't be a perfect world, but it's a start.
