Not unless we want chaos where no-one can live peacefully. Imagine which group would be a target for criminals and desperate people? I don’t think it is likely to be those in ‘anti-social housing’! I do not believe total segregation and marginalisation generates healthy communities.

Sounds like segregation to me, not cool. The misfits in any society will eventually be ferreted out and they will either go to prison or be shot and killed either by the police or an individual protecting his or her property. Some may actually conform to society and become productive people.
