If you were looking in the USA, I believe recaps are illegal now due to safety issue of the new tread coming away. I believe dealers are allowed to sell them outside the USA however.

Not in Aus.they're a thing of the past.
I think they ended here in the early 80's maybe. Can't remember the last time I saw a retread.
I think thay would have been outlawed here at about the same time.You can still have truck tyres recapped of course.mainly for trailers not for prime movers or steering.
