Interstate Highways in Hawaii fell under the Interstate highway system on the mainland.  True, there are no adjacent states to drive to.  However, to qualify to receive federal funding for such highways, they had to considered interstate highway, Hence, you have H-1, H-2, and more recently H-3 Highways.

To drive to neighbor islands, of course.
