Birds can do this for two reasons, amusement and nesting. Mainly it would be something to do to occupy their time if they are bored or have nothing to play with or chew on in the cage. Birds get bored easily. Changing up toys regularly keeps them interested because new toys give them something to "discover". If your bird is occupied with toys and chews, then he/she will spend less time chewing newspaper which is something they really shouldn't do because the ink used for printing and chemical treatment of the newspaper is not good for them. You should use plain untreated paper.
