It means the feds have an interest in that person for whatever reason and want to see him before he/she is released. For instance, a person picked up on a local burglary charge might also be a suspect in a federal drug trafficking case. The feds might place a hold on that suspect until they have had a chance to interrogate him about the drug trafficking.
