Take the animals infested for flea dips!
The inside can be "bombed". The outside can be sprayed.
Hopefully you don't have a huge outside area to fumigate. When I had a flea problem several years ago, I called a pesticide company.
You may want to have them return for regular fumigations for some months.
They can advise you on the inside, too.
