Businesses often do not want them published due to advertisers sending faxes continuously. I once heard of a business person going in to work to discover that his entire office floor was covered with fax paper which had poured from his fax machine for several hours overnight.....all advertising and/or requests for donations. His fax machine was no longer available except by request over the telephone....approved by the manager!
