If you're asking "Why do immigrants need someone who has money?", and you're referring to those coming to the United States, it has to do with "sponsorship". The government wants to make sure that they do not become "public charges", i.e., require government assistance like welfare, food stamps, etc., so they have people in the U.S. attest that they will sponsor them. Of course, this is not required for those immigrants "of means".
