In short no, but a guardian can be appointed to oversee their finances etc. if there is nobody willing to take responcibility the guardienship board can intervene, there can also be a "person responsible" they don't necessarily need to be related and can make decisions on the incapacitated persons behalf as to their care and wellbeing, there is also advocacy an advocate can volunteer or one can be appointed to also look after the best options available to that person and ensure they are being cared for adequatly and their needs are being met.
