In San Pedro Southbound on Western Avenue between Bynner Dr. & Ninth Street there is a street light that seems to be on 23/7.

Do we have excess energy that we have to burn street lights during the day?

Most streetlights have sensors to know when to turn off and on. Maybe that one has a bad sensor. Call your town public works and report it. Posting about it on a general Q/A site isn't going to get it fixed.
