      Any emergency room must take you even if you have zero income. Any hospital the is government subsidized must treat you (give you a bed if needed) even if you have zero income. They will help you to apply for health insurance through social services (typically Husky D) or they will bill you according to what you feel you can pay monthly based on low income.
