    how do you know when fresh green beans are too tough to bother cooking?

    If they are rubbery (they bend rather than snap) or when they begin to look dried, skin gets wrinkles, they will be tough even after cooking. Overgrown beans will be the same. The big fat ones will more than likely be tough.
