    Heat index is a mathematical formula that combines air temperature and relative humidity to calculate an apparent temperature — how hot it feels.

    In addition to CB's answer above, msn.com also provides the heat index for each city throughout the world.  You just go to weather and look for "feels like" to get an idea of how hot or cold a locality feels like.  Heat index is like the reverse of "Wind Chill Factor".
