can a baby born at 28 weeks have sickle cell anemia from just one parent?

no... both parents must have given the baby a defective gene. Either the parents are sickle cell carriers or have the disease.
you can easily be tested to see if you are a carrier and this is usuallly done with the initial prenatal bloodwork.
