    I am having difficulty connecting my telephone to make calls.

    Lights on my voice box are lit as follows: Power -Flashing red, Internet - Steady Green, Phone and line are both unlit. However if I lift the telephone receiver, the phone light comes on (green) and I can hear the Engin dial tone but cannot dial out. The line light does not come on at all.

      I guess you have a digital phone system. Try resetting your modem. Pull the power cord and wait 60 seconds and then plug it back in. If that does not work call your cable company for tech support.
