I think if you can control the two, let the chinchilla and dog meet. Make sure someone else is there to help you keep control. Make sure your dog is not the type who would think the chinchilla is a toy to be played with and torn apart. The bird noises will not bother the chinchilla. Mostly, you really should spend a month or so handling and spending time with your chinchilla one on one and let it get to know you and to trust you before you try to put it with another animal. Let the dog sniff it while you hold it but if the dog gets too excited over it, pull the chinchilla away if he does.
