That's where the Trinity comes into effect, notice the plural "us". There are cases in the old testament that refer to "The angel of the Lord," Most scholars agree that is referring to pre-incarnate Christ, in many cases.
The Spirit of God hovered over the earth, so that's where the Holy Spirit is mentioned. The Word is another name for Jesus. In John he mentions,"In the beginning was God and Word was with God." John was referring to Jesus at the creation of the earth.

Adam Clarke's Commentary - Ge 5:3 And begat a son in his own likeness, after his image
And begat a son in his own likeness, after his image—Words nearly the same with those Genesis 1:26:Let us make man in our image, after our likeness. What this image and likenessof God were, we have already seen, and we may rest assured that the same imageand likeness are not meant here. The body of Adam was created provisionallyimmortal, i.e. while he continued obedient he could not die; but his obediencewas voluntary, and his state a probationary one. The soul of Adam was createdin the moral image of God, in knowledge, righteousness, and true holiness. Hehad now sinned, and consequently had lost his moral resemblance to his Maker;he had also become mortal through his breach of the law. His image and likenesswere therefore widely different at this time from what they were before; andhis begetting children in this image and likeness plainly implies that theywere imperfect like himself, mortal like himself, sinful and corrupt likehimself. For it is impossible that he, being impure, fallen from the Divineimage, could beget a pure and holy offspring, unless we could suppose itpossible that a bitter fountain could send forth sweet waters, or that a causecould produce effects totally dissimilar from itself. What is said here of Sethmight have been said of all the other children of Adam, as they were allbegotten after his fall; but the sacred writer has thought proper to mark itonly in this instance.

God said let "US" make man in our own image.
Chapter One of Genesis God created. Jesus is God.
Speaking of Jesus Paul writes....
Col 1:13 Who hath delivered us from the power of darkness, and hath translated [us] into the kingdom of his dear Son:
Col 1:14 In whom we have redemption through his blood, [even] the forgiveness of sins:
Col 1:15 Who is the image of the invisible God, the firstborn of every creature:
Col 1:16 For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether [they be] thrones, or dominions, or principalities, or powers: all things were created by him, and for him:
Col 1:17 And he is before all things, and by him all things consist.
God Bless!
