    Why would a pending transaction have to be cleared when you use a debit card against my money

    Your debit card is providing funds directly from your account immediately. A pending transaction needs to be cleared to verify the balance of funds remaining for subsequent transactions. If the pending transaction exceeds your balance,  future transactions will bounce or not be accepted. Overdraft protection can help but there are extra fees when it kicks in.
