You do not delete the pop up blocker. You can disable it or you can impute an address that you want to allow pop ups for.
If you are using windows, go to Tools > Options > Content Tab > Uncheck Block Pop Up Windows...OR..click Exceptions next to it and fill in the url address of the site that you want to allow pop ups for.
Just know that if you disable the blocker by unchecking it, you will be hit with pop ups on every site you visit.
