Click your start button. In your computer programs search bar, type in "video webcam", if you have one it will show in the search results box. Right click on the folder and select "open". That will activate the webcam.

would that work with a computer that was built a little before web cams were popular ? Say, a 2003 or '04 model ?
If the computer has a built in webcam, then yes. It's a program so it will be found in programs. That's just a short cut way of finding the webcam program.
