        Rebuild implies collapse, to rebuild. That does not happen here because of how the government is set-up. Think of it as a giant tinker toy with thousands of children intent on assembling their piece of this thing into a configuration that makes since to them and no one else. So its alive! A living breathing thing in continual change depending on who is running what parts of the whole thing.
