Right click on your opening screen where all your icons are >> click New>> Click shortcut >> paste or type the following url into the box http://www.google.com/voice >> Hit next and enter a name for the icon. >> Click Finish. If you want the icon added to your task bar, click on it and drag it down to the task bar and release it.

Note, once it's on the task bar, you need to right click on it and then click the name of it.
