I am not familiar with this model Evinrude but I would almost be certain that it does have a water pump.If there is a small stream of water shooting out from around the bottom of the motor when it is running in water it would be a dead give-away for a water pump.Unless the exit hole is blocked Which is common.See if you can find a small hole where the water is supposed to exit & clear it with a piece of wire.
