The Bible alludes to people that inhabit the lands the Lord gives to Israel after they have gone through their "desert experience"? Who were these people and where did they come from?

They must be men.  Men never stop to ask for direction, hence, they, the Hebrew/Israelite people, wandered aimlessly, "directionlessly", and stupidly for 40 years.  If they had stopped to ask for direction as most women would have, they would have gotten to the destination in 7 months tops.

Israel was promised to the Hebrew people by god, when he set them free from slavery from Egypt. They escaped Egypt and walked in the desert for 40 years until they reached the land of Israel.
