After rereading your question, I think you might also have meant tease you? Is that what you mean by messing with you? Teasing you playfully could mean he likes you and wants you to like him back. Boys are afraid of rejection so they tend to "test with waters" with playful teasing that can border on annoying sometimes.

It means he wants to mess around with you and is too young to know if he likes you that way or not. You sound young also. Educate yourself on sexually transmitted diseases before you let a boy mess around with you and go to far.
