      Good observation.  I'd try to used the omission as a defense.  You have 50/50 chance of getting off here.

          If you were speeding and received the ticket you owe it.  It is not the responsibility of the police to make you behave.  Suggest you spend more time cleaning up your act that trying to find fault with others.  You life will be much simpler and stress free.
