If by "city" you mean a major league city, I would say Boston is the closest but if you mean city as in "any town with a burger joint and a couple of gas stations and a motel, that would be Massena , NY.
Located just across Cornwall,Ontario along the St. Lawrence River, it is a mere shadow of its former self. Never a metropolis, by any stretch, all that is left is an aluminium smelting plant, a power generating station and a hospital.
It's biggest export in young people.
