Possible reasons:
1) The pay site is down right now.
2) This could be an issue with Zynga. They have a limit on how much you can spend on a game. You may have exceeded their limit and you are now blocked from buying more FV cash. They do not say what the limit is.

THANKS BUT I THINK ITS SOMETHING WITH THIS COMPUTER. I COULDNT EVEN PAY FOR A GAME RENTAL SUBSCRIPTION WHICH WOULD MAKE MY LIFE SO MUCH EASIER!!
Have you tried deleting your cookies and rebooting your computer? If you do not know how to delete cookies, I will need to know what browser you use so I can tell you how.
