    Have there been any cases where any exemptions have been granted by the Government under extenuating circumstances?

    The property is being purchased to assist an estranged family member and will revert to them over time. Is it possible to pay the lower amount and when and if circumstances change pay the higher amount?

      It depends where you are. If you are in England and you are English you have no rights what so ever. However, if you are in England and you are an immigrant, or better still an illegal immigrant you can have everything and more.
