He may also be worried about losing his job like all of us.  Perhaps give him the benefit of the doubt and ask what you can do to help him more.  Trying to piss him off more isn't going to help your situation any.  See if you can apply sugar and spice and everything nice.

Because he /she is an asshole. Sorry Pamela, Colleen, Ann, i cant help it. I had one.  People get in these positions because  they are not wanted where they were at. The only way to get rid of them is to promote out. Your boss has low self esteem, cant make decisions on his own , and blames everybody else for the problems, but himself. Your boss is a democrat. I finally got tired of the boss we had. For two months i planned and put out an all out mental attack on him ,  virtually destroyed his way of life. He made other peoples lives miserable. It took three months , but he is gone,transferred.. Work is great, because people can work without badgering,harassment, and things are more efficient. Damn it felt good too. Revenge is a dish best served cold.

Not enough info., I used to be one of the disliked mgmt. *SSHOLE as zorro phrased it but, we have responsibilities and rules to follow and enforce as do the employees.  So to solely judge the BOSS is unethical because, there are employees that are incompetent, lazy, cry babies, etc. an yes, I believed in running a tight ship so things were done right the first time and safety was adhere to and everything went smoothly and everyone or most were happy.  I never had to apologize then or now an if, I was still able to work, I'd still be the same with no regrets.
