    Do Police forces have a rubber bullet collection and recycling squad?

    Or do they just leave them lying in the street as litter?

    No  it's the police dept.'s  gift to rebel rousers

    Probably right, they leave them laying around in the streets of the ghettos. They should use lead bullets with little 'X' etched on them with lower load power, that way instead of bouncing off the assailants they will penetrate and break up into many pieces assuring a kill and no worry about the environment, just burn the body with the metal shards still in them and sprinkle the dust back in the ghetto.. 'From dust we come and dust we shall return' with a few metal bullet fragments of course..
