You can obtain a prepaid credit card from some banks and places like Money Mart. Unfortunately the prepaid credit cards do have some pretty stiff fees. Something like $7.50 per month. It is worth it though because it is very difficult to not have one in this day and age.
Perhaps a better place to obtain the prepaid credit card is Western Union, I think it is cheaper.
