      Open the task manager. To bring up the task manager hold down the CTRL key, the alt key, & the delete key all at the same time. When it opens in the applications tabs look for the web cam application. Click on it just once to highlight in blue and click at the bottom and click on end task.


      That should solve your problem. Try and open up your web cam again and it should be fine.
