why in texas is no basemans?

Texas is really a big state and I have only lived in west TX as well as FLorida. West TX and FL both have soil that is sandy making basements difficult. I don't know about TX but FL also sits on water meaning that the water table is not very far below the surface. Areas like this are next to impossible to have basements in for obvious reasons. My home state of NC, which is also where I now live again, is very different. The water tables here are much deeper and the soil is more of a clay material making basements in my area very common. Hope this helps and answers your question
