    If within a company, its branches individually bid for the same job, one being lower than the other...and the company then instructs one of the branches to butt out...is that anti-competitive behaviour?

    The market that the two branches have bidded into is quite small

    A major conflict of interest.  It may have violated anti-competitive, fraud, anti-trust, Robinson Patman Act, the whole nine yards.
