See this link for instructions and a video on how to start using Google Talk. Basically, in the chat window on the side of your gmail there's a 'call phone' link. Click that and a phone touchpad will appear for you to type in the number you want to call, as well as a Getting Started window telling you what the rates are and how you can pay to start calling.
