Let me help you out, Tommyh.  You need to make sure your relative is in compliance with the law.  So what do we have to do to attain this?

Answer:  You break the S.O.B. leg so he's now in total compliance with the American with Disabilities Act.  You may now use the placard!

Please I don't want my legs broken, but I do when a parking space is not available. Federal law mandates that a percentage of vehicle spaces be designated for the disabled. I've never seen them even 25% occupied. I don't know what that number is supposed to be, but It must be a considerable amount. They are easy enough to get legally through a doctor, but that doesn't make you a handicapped person. Many are frauds.
