    can I as a business owner refuse service to a handy cap person if his only reason to go in my store is to complain about handy cap access.

    I would think if he never buys anything, then he's not a customer and you have every right to ask him to leave and never come back and you would also have the right knowing that he's simply a troublemaker, to not allow him access to your store. Tell him to go to the Zoning Dept and have them inspect your business for proper handicap access.

    Does the handcap person, not have freedom of speech. ?

    The freedom of speech rule ends when a person goes into a private business for the sole purpose of disrupting the business.
