There are a couple of ways to do this. In Explorer, you can go to internet options and follow the instructions located in the pop up box. Chrome also has a similar feature in their toolbox then click under the hood. All browsers have options, you just have to play around with them and see where your browser options are at. You can, if you want to, search your computer for the cookie file and go directly to it. Once located, open it, select all and click delete. A lot of web sites require you to have cookies enabled in order for them to function properly for you but if you don't go to web sites that require this, you can turn them off completely. (Not really a good idea but an option if you want)
