Make it your homepage. I'm assuming you want it to be the first page up when you access the internet? Because the page you see when you turn on your computer is actually your start up page with all your icons. You would have a background on that one. On windows, make sure you have only the page you want as a home page open. Then go to Tools > options > general tab > click use currant pages, then click OK.
