    how can I find out for free if someone has been arrested

    Call the police station of the town where you think the arrest took place. That's all I can think of.

    If you can afford $15 and happen to be in Hawaii, go to this site:


    http://ecrim.ehawaii.gov/


    Or call your criminal records department to see there'll print a certified copy of convicted criminals or felons for you, for a fee of course.


    If you call the police station in the U.S., I am not sure if there'll release such information since this is a common law country, thus the presumption of innocense until proven otherwise.
