The past progressive indicates a limited duration of time and is thus a convenient way to indicate that something took place (in the simple past) whle something else was happening:
Carlos lost his watch while he was running.
The future progressive tense indicates continuing action, something that will be happening, going on, at some future point:
I will be shopping at Macy's when I go on vacation next week.
Why don't we just call them "past continuous" and future continuous" tenses instead?
Footnote: As for future perfect progressive or continuous tense, an example would be:
I will have gone shopping at Macy's by the time my mother gets off work late this afternoon.
