Two lines are perpendicular if they intersect at 90 degree. (Take a circle and draw one line down through the center, and then draw one line from left to right through the center of the circle. In the center of the circle where the lines cross each other, those are perpendicular lines. If one line is perfectly vertical, and the other is perfectly horizontal, your circle will be divided into equal quarters that are 90 degrees each.)

You can determine if lines that intersect (cross each other) are at 90 degrees (Perpendicular), by measuring up one line from the point where they intersect 3 inches, then measure out on the other line 4 inches. If you measure the distnce between the two points you measured out to, and they measure 5 inches in distance between them, the lines are at 90 degrees and are perpendicular to one another.
