The answer to this question is simple and yet complicated. The reason for this is that say one employee has a disagreement with another employee. They feel it is a strong enough debate that they want a higher power in the company to solve it. So, they go to the human resource department or employee. They give their argument, human resources fills out a series of paperwork, then it gets sent to the corporate office for resolution.
